Why Andover landlords switch
A lot of Andover landlords never planned to be landlords. A posting came through, or a job moved to Winchester or Basingstoke, and the house in Picket Twenty went to whichever agent could take it by Friday, on a 12-month agreement at a percentage that rose with the rent.
We built the offer for that landlord. The fee stops at £150 a month however high the rent climbs. There is no VAT on top. You can leave with 30 days' notice and no exit fee, which matters more to someone whose orders can change than to anyone else. And the person inspecting the house is local.
Test Valley rents and the cap maths
The ONS average private rent for Test Valley was £1,226 a month in June 2026, up 7.9% on the year from £1,136, against 2.3% across the South East. A one-bed averaged £881 and a two-bed £1,135.
At £1,226, 12% is £147, so a typical Andover property sits just under the cap. Anything at £1,250 or above costs £150 flat. A three-bed in Augusta Park letting at £1,400 would cost £168 with a percentage-only agent and £150 with us; at £1,600 the gap is £42 a month, £504 a year.
Rents here have risen faster than the regional average, which only helps you if your agent's fee is not rising with them. Ours cannot.
Licensing in Test Valley, and the rules that apply everywhere
Test Valley Borough Council has no selective or additional licensing scheme at present, so only a larger HMO of five or more people from two or more households needs a licence. We confirm that with the council before marketing each property, because a scheme can now be introduced without government approval.
What applies to every Andover tenancy is the Renters' Rights Act. Since 1 May 2026 tenancies are periodic, section 21 has gone, rent can rise once a year by notice and a written statement of terms is required before the tenancy starts. The Tenant Fees Act caps the holding deposit at one week's rent and the security deposit at five weeks, Right to Rent checks apply to every adult occupier, and the landlord database opens from December 2026. All of it is inside full management.
The streets and who rents them
- Andover town centre: flats and terraces for people working at the business parks and the Army Headquarters at Marlborough Lines, which the council says employs more than 2,000 personnel.
- Picket Twenty and Augusta Park: the two new neighbourhoods east of the town: Picket Twenty, built from 2010 towards 1,200 homes, and Augusta Park, part of East Anton's planned 2,850. Three and four-beds here are where the cap pays off.
- Anton and Enham: family houses on the north side, let to households relocating from Basingstoke, Winchester and Salisbury.
- Ludgershall and Tidworth: the garrison, home to the 1st Mechanised Brigade headquarters, and Larkhill beyond it. Lets to service families and contractors, often for set periods.
- Whitchurch: a small town with its own station on the Waterloo line, roughly hourly off-peak, so commuters compete with locals for a limited stock of houses.
- Stockbridge: the Test Valley at its prettiest, with long lets to local households and weekend demand for short stays.
Ocado's fulfilment centre and Twinings are both on the Andover side.
How the Local Partner model works in the Test Valley
Our Local Partner is the person you meet: at the valuation, the viewings, the quarterly inspection and the handover if you are moving from another agent. They photograph the house and meet your tenant at the door.
Head office in Swansea does everything regulated: the agreement and written statement, Right to Rent checks, deposit protection, rent collection, the repairs desk and the compliance calendar. We belong to a redress scheme and a client money protection scheme, both named on our fee sheet, and your Local Partner never handles your money. Posted overseas? The statement and repairs updates reach you wherever you are.

The rules here
Test Valley has no selective or additional licensing scheme at present, so only larger HMOs (five or more people from two or more households) need a licence. We check for any change before marketing.
No 90-night cap outside London. The England business-rates test for self-catering is 140 nights available and 70 nights let; Test Valley charges a 100% council-tax premium on second homes. Demand is contractor and military-family led rather than tourist led, which suits longer stays of a month or more (no 90-night cap applies here).

Andover landlords ask
How much does full management cost in Andover?
12% of the monthly rent, capped at £150 a month, with no VAT added. On the Test Valley average rent of £1,226 that is £147. On any rent of £1,250 or more it is £150 flat. Tenant Find alone is £495, no let no fee.
Do I need a licence to let a property in Andover?
Test Valley has no selective or additional licensing scheme at present. Only a larger HMO of five or more people from two or more households needs a licence. We check with the council before marketing each property in case that changes.
I am being posted. Can I hand the house over quickly?
Yes. Tell us the date and we work backwards from it: valuation, photographs, marketing, referencing, Right to Rent and the written statement of terms. Our Local Partner does the inventory and meets the tenant, and your statement reaches you wherever you are. You can leave us on 30 days' notice.
Can I get my house back when I return?
Under the Renters' Rights Act, Ground 1 lets you recover a property for you or close family to live in, with four months' notice, and it cannot be used in the first 12 months of a tenancy. We help you plan the dates before you leave.
Who does the inspections?
Our Local Partner, who lives in the Test Valley, inspects quarterly and sends a written report with photographs. Head office runs the repairs desk, holds the deposit through an approved scheme and collects the rent. The Local Partner never holds your money.
